NIH Public Access Policy (2024)

What is It?

On April, 30, 2025 the NIH made a new update to its Public Access Policy, now requiring that peer-reviewed research published on or after July 1, 2025 must be made publicly accessible in PubMed Central upon publication. Until then, NIH's current 2008 Policy remains in effect.

As of 2008, per the NIH Grants Policy Statement, all published research funded by the National Institutes of Health must be made publicly accessible in PubMed Central within one year of publication. 

The NIH Public Access Policy implements Division F Section 217 of PL111-8 (Omnibus Appropriations Act, 2009).

Who does it apply to?

The NIH public access policy applies to any manuscript that:

  • Is peer-reviewed, and;
  • Is accepted for publication in a journal on or after April 7, 2008, and;
  • Arises from:
    • Any direct funding from an NIH grant or cooperative agreement active in Fiscal Year 2008 or beyond, or;
    • Any direct funding from the NIH Intramural Program, or;
    • An NIH employee.
